According to NEMA, the recent cabinet decision to impose a total ban on polythene bags “Kaveera” can’t be enforced under the current local or legal regime as part of its efforts to restore environmental sanity in what has been dubbed as the restoration decade.

The government decided to ban again the manufacturing, importation, sale, use, and distribution of Kaveeras.
However, Arnold Wasswa Ayazika the Acting Executive Director for NEMA says that the National Environmental Act 2019 gives an exception for plastic carrier bags or plastic products made from polythene above 30 microns.

He adds that before implementation, they expect an action plan from the government which among other things would consider necessary amendments of the existing law which cannot be enforced currently.
